State Dispensation: Part 1

Now that the much anticipated Presidential election is history, Gambisara wish to take this opportunity to congratulate Dr. Alhagie Yaya Abdul Aziz James Junkung Jammeh for successfully rigging the elections in his favor. I wish you a good luck in anticipation of developing the Gambia to higher heights as you promised in your meet-the-people tour which you used as your campaign. I equally thank Lang Tombong Tamba and the entire security chiefs for aiding their commander-in-chief by intimidating the voters, seizing their voter cards, thus making them unable to vote on the election date. Again, my regards to the entire security services for ensuring a peaceful election. I will also use this medium to appeal to you, Dr. Jammeh and your APRC government to ensure that you respect the Gambian People’s freedoms and human rights as you wish for your own family members. I wish to remind you of the word “Respect is Reciprocal”.

The Gambian people have mandated you by force which you cherish though against our will hence you want to rule for life, please give us our respect and dignity in return. Remember that you are occupying public office, it is incumbent upon you to discharge your duties without fear or favor or ill-will.  Having said that, I want to make some suggestions that I think are essential in our nation building process as the Gambia belongs to all of us. Sir Dawda was there; you are there today and tomorrow will be my turn. Take this as compliments and polish our fragile state institutions not as otherwise.

I know a unit exists within your office called the “Policy Analysis Unit”. I would suggest that this office be expanded with the right persons and renamed “Office of Indigenous Policy Coordination”. That way it will look at core weakness areas of government and fine tune them as the Public Service Commission have failed in my opinion. This office to be mandated to advise you on matters relating to state Administration and have units such as those suggested below, but hugely on administration.  Though not limited to these units as, Improving state services, Governance, Framework of principles for delivering services to Gambians, etc. This way, the PAU will shift from co-coordinating multilateral agencies funding in the country, such as the UN system. We will not be constantly hearing that you are the principal donor for the Republic of the Gambia. I know you are a very generous donor or better still a generous philanthropist. We all know how the funds are coming into the country and now we as a country are struggling economically all due to your own making. Hence this is the case, great caution is required. You have splashed huge state resources on your re-election campaign and definitely, an equal or more resources will be splashed again during the coming National Assembly election. At a later date, we will get to know the exact figure splashed during both periods.

Among the functions of OIPC, an indigenous leadership Programmme to be initiated to deliver to you innovative leadership programmmes which you will be the benefactor. I am referring you to this because the APRC stands for “Alliance for Patriotic Re-orientation and Construction”. You should be the first person within the APRC to be re-orientated as well as reconstructed. Your cabinet members to follow suit. Please do not be shy to request for capacity building as you are only Forty one (41) years old. Ask the World Bank or the UNDP, they will be more than pleased to be part of it. That way, future capacity building programmes will be meaningful. You would have demonstrated to the Gambians, as you said you went back to the land and refers to it as leadership by example. The said capacity building programme will build on your existing skills and talents so you can take a leading role in securing a better future for the Gambia as you aspire to be a life President like your colleague in Guinea Conakry Lasana Conteh. The leadership Programme for you and your cabinet colleagues will provide an overview of the reforms to Indigenous state affairs and its challenges; provide an interactive learning environment focusing on the skills and behaviors needed to meet these challenges and maximise opportunities; provide a process for developing a plan for the future; provide a development experience based on learning’s gained on the programme, among many other topics. These are not military leadership skills, but how to lead the civilian population.
