In the coming days, the Freedom Newspaper will be publishing classified state files touching on the corruption case against the dismissed Scout Commissioner Alieu Momarr Njai, who was also the Mayor of the Kanifing Municipal Council. Confidential files from the police, Secretary General’s office, the Attorney General office and other classified files would be declassified online. As we promised our readers, the Freedom Newspaper means business and here we come The People of The Gambia, where dictator Yahya Jammeh is the self imposed President. STATEMENT BY ALIEU MOMARR NJAI TO THE POLICE SUBMITTED 23RD NOVEMBER 2007

REVENUE & EXPENDITURE - 2003/2004/2005.

As Chief Commissioner I was never ever responsible for keeping the accounts of the GSA. This is the primary responsibility of the Finance Commissioner. The revenue & expenditure for 2003 & 2004 should be provided by former Finance Commissioner Modou A Cham. However, following the resignation of Mr. Cham effective 31st December 2004, he had handed over all the documents pertaining to the 2003 & 2004 to Mr. Gibou Njie who had signed as having received them.

I have signed the audited accounts for the above period. Concerning the 2005 revenue & expenditure, this should be provided by the Finance Commissioner for 2005 Gibou Njie. I refused to sign the audited accounts for 2005 for both the GSA and Jacobs Foundation Project because of the observations made by me as Chief Commissioner numbering 122 queries (see list of observations attached). Among the observations is the purchase of a desk for D50,000 (Fifty Thousand Dalasi) from M. Sumarreh, at Sting Corner, which was returned and no account of any refund reflected in the accounts; the purchase of an old computer for the price of a new one; hiring of a car to Banjul for D150 to purchase D300 worth of telephone scratch cards; reckless and unauthorised spending etc.

These must be investigated and appropriate action taken as instructed on two occasions by H.E. Chief Scout President Jammeh in February 2006 and March 2007 respectively followed by letter from the Department of State for Youth & Sports in May 2006. (See attachments).

In desperation, these people convened an unauthorised AGM and elected themselves and passed resolutions to cover up their illegal acts. This was in total contravention of the GSA’s constitution and was categorically condemn by the Department of Youth & Sports as well as the World Scout Bureau.

Having received instructions from H.E. Chief Scout President Jammeh to dismiss these trouble makers, both the National Scout Council and the National Executive Committee jointly met and issued dismissal letters to those involved. H.E. Chief Scout President Jammeh further instructed that the allegations against them be investigated. In total defiance to authority, they decided to form a parallel scout association which if not addressed, could lead to the GSA’s suspension from the World Scout Movement.

H.E. Chief Scout President Jammeh instructed that my report to the Police of 20th January 2006 be investigated. This report contained incontrovertible evidences of hundreds of thousands of dalasi misappropriated by Baboucar Khan. Khan was selling jamboree trips to scouts and non-scouts alike; printing his own receipt books; printing Id & record cards with impunity and selling them. All these are documented and have been given to the Police. (See attachments)

May I respectfully point out that following the submission of the Steering Committee report and my reaction to its content, H.E. The President had instructed that my report to the Police be investigated. The Steering Committee was instituted by the World Scout Bureau to investigate the complains of the Scout Commissioners against me as Chief Commissioner. It was to report its findings within 3 months, instead, it took 13 months. I hope that the Police will now look into my report to them. Moreover I was the one who had been insisting throughout that the accounts of the GSA be audited so that the incomming Executive Committee will start with a clean slate.

Instead I found myself the victim. Even H.E.’s instruction to have the accounts audited as at 31st December 2006 is to this day totally ignored by Gibou Njie.

SCOUT SHOP:

I have handed over to Samba Mbye scouting materials valued at D 463,810 (Four Hundred and Sixty Three Thousand, Eight Hundred and Ten Dalasi) on 16th June 2007. The handing over is not yet complete and it is planned that the few remaining items will be handed over shortly.

Mbanyick Fye:

I attach my letter dated 27th April 2003 addressed to the Inspector General of Police on the matter. A scout leader will show the police where Mbanyick Fye lives in Serre Kunda.

I kept the scout materials with me at my residence because of lack of collateral from any scout leader to be responsible for the stock and for security reasons.

Jammeh Foundation for Peace Loan:

The need for a scout shop and to reintroduce the badge system was discussed several times at our monthly Executive Committee meetings. I attach letter ref: OP 127/01/Temp/(10-FN) dated 6th December 2002 conveying His Excellency President Jammeh’s approval to establish a scout shop and to reintroduce the badge system which was dormant for more than 40 years. Following this approval approaches were made to the SDF as well as the Trust Bank for loan without success. I was able to obtain the loan from the Jammeh Foundation for Peace interest-free.

The only reason why the loan has not been fully repaid is the deliberate undermining of the implementation of the badge system by the former badge commissioner. The present stock can repay the loan and still have a huge profit. The total loan is D360,000. So far D30,000 have been repaid and there is D32,000 in the bank account of the shop.

FUND FROM TAIWANESE EMBASSY:

This was an offer from the Republic of China to sponsor 2 scouts from developing countries to enable scouts in less privilege countries to attend the World Scout Moot (Jamboree) in Taiwan.

We were informed of the offer by the World Scout Bureau that ROC will sponsor 2 scouts from each National Scout Association. This does not infringe section 5 of the GSA’s Constitution, it was neither a loan nor a solicitation

SCOUT VEHICLE HIRES

The Gambia Scout Association does not receive subvention from Central or Local Government; nor from abroad. Over the years, I personally pay the salaries of the drivers, pay for the maintenance and running costs of the vehicles.

Whenever we have scouts from abroad, they were allocated the vehicles free of charge, they only have to buy fuel. After their departure, we were then left with huge maintenance and service costs and I will then have to service the vehicles from my own personal resources. The GSA then decided to levy a charge for the use of our vehicles.

Before their arrival, I will ensure that the vehicles are in perfect shape by giving them a proper service. The vehicle will be at the airport awaiting the arrival of the visiting scouts to take them to the Provinces. It is therefore not possible to receive the costs of the hire in advance of their arrival.

Therefore I have to use my own monies to get the vehicles serviced in advance. As far as I know, there were 4 hires as follows:

1. Scout vehicle KM 1907 A was involved in an accident in Kanilai and needed to have a new windscreen, rear door window, panel beating, painting etc. The Kaira Konko Visiting scouts wanted to use it and paid for its rehabilitation D 12,000. I spent D14,010 recorded. There were other expenses not recorded. Over spent D2,010

2. U.K. Scouts for 2 vehicles totaling D27,000 amount spent D33,727.

Amount overspent D6,727

3. Swedish Scouts D 5,000 received. Amount spent D 5, 030 : overspent D30

UK Scouts amount received D 14,000. Amount spent D14,369 .Amount overspent D369

As stated earlier, with or without hires, I still continue to maintain and service the vehicles at my own expense. As the audited accounts for the period 2003 & 2004 confirms, the total amount spent on the vehicles for these 2 years amounted to D32,200 which averages at D16,100 per year or D 1,342 per month which is D44.70 butut per day for the 2 vehicles or D22.35 per day per vehicle. Obviously, D22.35 per day cannot even sustain a motorcycle much less a 4 wheel drive pickup. It is therefore glaringly evident that I was personally footing the bills for the running costs of the vehicles.

ECOWAS JAMBOREE:

As stated in my report as well as in my earlier statement to the Police, I use my office as Vice Chairman of the International Union of Muslim Scouts (IUMS) to secure $10,000 sponsorship to have the first ever Jamboree in the Gambia and the ECOWAS Sub-Region. Since it was not possible to remit the $10,000 in advance, I was asked to arrange a loan so that the necessary pre-expenses could be carried out in time to ensure a successful jamboree.

The Jamboree was timed to coincide with the celebration of the 10th anniversary of the 22nd July Revolution. I personally pre-financed the preparation of the jamboree to the tune of D70,000. When the amount of US $ 10,000 was brought in cash from Saudi Arabia 4 days before the event, it was handed over to Finance Commissioner Cham who converted it to D300,000 and paid it into the GSA’s account. If for any reason the funds for the jamboree was not forthcoming, I would have personally lost D70,000 that I will never be able to recover from anyone.

Without exception, all expenditures for the jamboree fund were made by cheque and supported by documentation. If I had done otherwise as suggested by Gibou Njie & Co, I would be in serious trouble today. Having refused their request to hand over the amount to them to spend as they pleased, it was at that very moment during the Jamboree that they decided to oust me from office. Baboucar Khan and the other Commissioners will confirm that the plot for my ouster was signed and sealed at the jamboree site during the jamboree.

GERMAN JAMBOREE:

I did not travel to Germany with the contingent. I transacted visas for the contingent of 9 scouts who were to attend the German Jamboree. Due to the very limited time we had before the commencement of the jamboree, the German Consul here in the Gambia Mrs. Corr advised that I take the applications to Dakar for processing.

The Embassy in Dakar observed that none of the participants had ever been to Europe and since I was the Chief Commissioner who was to travel to the UK, I was informed that they stood a better chance of obtaining visas if I was to accompany them to Germany. There and then I had to make another airline booking in Dakar to include myself, bought insurance for myself. Following this process visas were issued to all 10 participants including myself

When I came to Banjul, Gibou Njie said I was not included in the first place and would not buy me a ticket. He bought tickets for the 9 participants. Gibou Njie said in court that he bought the tickets in Banjul much cheaper than the invoice I brought from Dakar. These participants each paid to the GSA D70,000 for their trip. Gibou Njie should be asked to account for the difference of over D30,000 per participant amounting to over D240,000.

The deposits are for camp fees, visa fees, insurance and air ticket. The GSA receives a flat fee of D2,5000 per participant, the rest of the money belongs to the participants which was not given to them, Gibou Njie must account for this huge balance.

Because I did not accompany the participants to Germany, none of the 9 participants attended the event. The German International Commissioner, the World Bureau and the Embassy in Brussels all expressed great concern as to their whereabouts.

I was being phoned from all over as to the fate of the contingent. As a result, the GSA will never be issued a visa again to Germany.

I have attended Jamborees all over the world at my own expense.
