DRAFT ACCOUNTS – GAMBIA SCOUT ASSOCIATION

& JACOBS FOUNDATION PROJECT 

I wish to refer to our discussion (Prom/Awusu/Njai) at your office this morning informing me that Mr. Gibou Njie, Finance Commissioner has decided not to be present today at your office as earlier agreed  so that I could  see the documentations relating to the audited accounts.  Mr. Njie further instructed that I should not be allowed access to the documents but that I should sign the accounts and any observations I have should be raised at the AGM.  

May I respectfully point out that as the Chief Executive Officer of the GSA, I do not have the right to deny any member of the Association access to see and know what has been spent on their behalf. Moreover, throughout my experience in boardrooms, institutions, associations, clubs etc. I have never experienced any senior member being denied by a junior member access to information contained in any document of which he is a principal signatory to.  

This action clearly lends credence to my report to the Police that certain irregularities should be investigated. As already established, serial receipt numbers 000788 and 000013 are not accounted for. This is also what H.E. Chief Scout President Jammeh has directed. May I therefore respectfully state that until and unless I am satisfied with the accounts, I will not append my signature thereto.

I have earlier written to you that Mr. Baboucar Khan, erstwhile National Executive Commissioner has no executive position and that his name should not future as a signatory to the accounts, and that the GSA’s accounts should only be signed jointly by the Chief Commissioner and Finance Commissioner in conformity with standard practice. 
 
Please also note that most of those listed on page 3 of the Jacobs Foundation Project as members of the Project Coordination Committee have nothing whatsoever to do with the project. 

We all owe you a debt of gratitude in auditing our accounts gratis, therefore I very much regret the inconvenience that this matter has caused you.
