 Dear Mr.Farron,

 Thank you for your letter of 26th August to The Prime Minister, on behalf of your constituent Mr. Michael Scales. My apologies for the delay in writing to you.

 I understand that Mr. Scales received a reply from The High Commissioner on 26th August. This was acknowledged by Mr. Scales on the 27th August. Mr. Scales raises a number of points in his letter. I hope the following, together with The High Commissioners letter, will serve to alleviate any anxiety which Mr. Scales may have over the way we undertake our bilateral relations with The Government of The Gambia.

 We were aware of the arrest and subsequent trial of the six journalists. Our High Commission attended the trial on a number of occasions including the day of the sentencing. As permanent acting President of The European Union in The Gambia, our High Commissioner made a demarche to The Government of The Gambia on 26th June over the arrests of the journalists. In the same capacity, he issued a statement on the sentencing of the journalists on 10th August. All of this was carried out in close co-operation with our U.S. colleagues. Mr. Scales will know that, as a result of the International pressure, the journalists were pardoned by The President on the 4th September. We understand that Pap Saine, Editor and M.D. of The Point Newspaper, has now undergone an operation for the medical problems which was experiencing, during the trial and is recovering well. We hope he will be returning to The Gambia very soon to assume charge of his Newspaper.

Mr.Scales rightly points out that The Department for International Development {DFID} funds the Legal Capacity Building Project {LCBP} which is aimed at improving the accessibility, quality of justice, independence and efficiency of The Gambian Judicial system for the majority of poor citizens.. The LCBP project is closely monitored in country, adhering to strict work plans and agreed deliverables, including through a project management team, a permanent DFID representative and biannual DFID Gambia programme assessment missions.

 The case of Mr. and Mrs. Fulton is one for The Gambian authorities to deal with under their own Constitution. The U.K. has a consular role to ensure that the Fulton’s are treated well during their time in prison. The High Commission visits both Mr. and Mrs. Fulton regularly. Mrs. Fulton was last visited on 16th October, Mr. Fulton on 27th August.

 Mr. Scales also raised the question of the alleged unlawful killings of Ghanaian citizens in The Gambia. I understand that a joint ECOWAS/UN investigation has been undertaken and a report has been issued. We have not been asked for any Forensic assistance by The Government of the Gambia.

 I can assure you that The British Government is doing all it can to help ensure an environment in The Gambia, which will support an open and transparent democratic process.

Scales’s Letter

 Dear Tim,

 Many thanks, to add to the many already expressed to you these past few years.

I acknowledge safe receipt of The Baroness Kinnocks well considered reply which was open, comprehensive and was "right on the mark". Furthermore, the final paragraph which refers to the spirit of the open, transparent and democratic process, underpins the common aim of all free citizens of the world.

I am on record  with the Gambia/American online Freedom Newspaper as saying ....

 " I have written many letters on The Gambia's behalf to Tony Blair and Gorden Brown. To my recollection,,,, I can never recall one instance where Mr. Blair ever responded with any action.....whereas Gorden Brown always did."

The response from The Baroness Kinnock truly shows in spirit and in substance that Gorden does meet all his responsibilities to we, the citizens of the U.K.  The transparent democratic process of referral through the proper authority in charge of the enquiry, is a "well oiled " and organised government "machine "that  serves and prospers in Britain.

 There  is therefore no need to trouble The Baroness Kinnock any further at this time as her reply covers all that could be expected from a British citizen and tax payer holding his government to account.
