Banjul, 17 June, 2019 – SECURITY SECTOR REFORM: LAUNCH OF 5-DAYS RETREAT FOR DEVELOPING THE NATIONAL SECURITY AND SECURITY SECTOR REFORM STRATEGIES
The Opening Ceremony for the draftings of the National Security Strategy and the Security Sector Reform Strategy will be held on Monday, June 17th 2019 at 11.00 a.m. at Sindola Hotel, Kanilai. The event is open to the public and will be graced by international partners, national stakeholders and the Special Adviser to the President, Hon. Mai Ahmed Fatty.
It will be recalled that in 2017, a duly commissioned technical working group completed a comprehensive Security Sector Reform (SSR) assessment to ascertain the gaps and malfunctions of the security sector that the new transitional government inherited. The assessment report concluded with recommendations that would enable the sector to be transformed to meet the needs of the new state and people’s aspirations.
The report highlighted an overview of the general findings relating to deficits and malfunctions of the security sector that needs redress. It further revealed the need for a National Security Policy and a civilian controlled security sector founded on democratic principles and institutions, respect for human rights and the rule of law.
This prompted the Steering Committee to commission a Drafting Team to craft the first ever National Security Policy (NSP), which was officially launched by the President, H.E. Adama Barrow on Monday, the 10th of June 2019. The NSP provides the needed overarching framework for the security sector that would trigger important entry points to further establish enabling mechanisms to enhance the reform process and provide people-sensitive national security as basis for the broader SSR processes.
Two cardinal tools in the process are drafting of the National Security Strategy (NSS) and the Security Sector Reform Strategy (SSRS). The Security Sector Reform Strategy, on one hand, describes The Gambia’s plan to implement the findings and recommendations of the SSR Assessment Report with a view to reform the security sector. The National Security Strategy on the other, is the logical next step following the National Security Policy. It describes the government’s plan to implement the National Security Policy. To achieve these two critical tasks, a team of 20 representatives from across State Institutions are attached to the Office of National Security (ONS) in developing these two plans.
The five days retreat scheduled from 17th-21st June will help to develop a strongly bonded team of nationals highly motivated to develop the two critical strategies to enhance national security and the on-going security sector reform process in The Gambia; and also expand on capacity building to enhance capacity across the Gambian society on security matters, not limited to the security sector.

The 20 member drafting team are expected to develop the strategies, which seeks to outline government’s plan in implementing the National Security Policy and recommendations from the Security Sector Reform Assessment Report.
